The city of Albuquerque, NM was the second-place winner for cities with a population over 500,000, in recognition of its efforts to engage with citizens and provide open data, as well as their push to make every city service available online.  Philadelphia, PA came in fourth place in the same category receiving high marks for their open data policies and ongoing efforts to improve technological services across the city.

For cities with a population between 250,000 and 499,999, Riverside CA won fifth place. Riverside’s strategic plan to increase efficiency and security through technology was crucial to their fifth-place win, as well as increasing transparency and citizen engagement.
